Paid Access Is a Clemency Story. A Quid Pro Quo Requires More Proof.
Payments, relationships and unusual access routes can justify scrutiny. They do not, by themselves, prove an agreement to exchange money or influence for clemency.
Follow the route
- Identify the applicant, advocate or broker, access point, official act and outcome.
- Verify lobbying disclosures, campaign records, business relationships and reported meetings independently.
- Keep attempted access separate from access that can be documented.
Test the causal claim
Timing can raise a question but cannot answer it alone. A quid pro quo claim needs evidence of an agreement, not just payment, proximity or a favorable result.
Use control cases
Compare paid or connected routes with ordinary petitions, public advocacy and grants that did not follow a private access channel. Controls help reveal what is unusual without converting a signal into a verdict.
